Job summary

Creative currently seeks to hire an Implementation Officer for its Berlin office to provide support to the implementation of an International Development project in the Middle East context. Under the supervision of the Deputy Team Lead, the Implementation Officer will work closely with the Operations and the Programs team as well as the beneficiary to ensure timely, efficient and USG compliant implementation of activities inside Syria. The Implementation Officer expected to work 40 hr/week and supervises no staff.

Primary Responsibilities

  • Following receipt of guidance on structure and content needs from Field Officers and Program Team, develop procedures to ensure timely delivery of goods and services to beneficiary as well as quality of goods and services provided to beneficiary

  • Serve as liaison for Program by coordinating with partner representatives and Field Officers to obtain program and financial deliverables on schedule, reporting any delays or issues to the program team

  • Provide daily update report to Senior Program Manager and Team Lead

  • Provide review of all milestone deliverables to ensure completion and compliance with activity award requirements as assigned

  • In collaboration with Operations team and Program Manager, oversee equipment delivery and distributions

  • Following receipt of guidance on structure and content needs from FURAT Program Manager, track all activity budgets for beneficiaries

  • Report regularly to Home Office POC on activity specific transactions

  • Respond to requests for specific information in English

  • Provide daily update reports on activity implementation including procurement delivery, rehabilitation work, operational support other developments as related to activities in Syria

  • Spot check/ ensure routine maintenance of up-to-date budget trackers for each activity and core cost; help identify the need for budget amendments and draft, in English, amendments, as required

Required Skills & Qualifications

  • Demonstrated experience in project management, service delivery and equipment delivery inside Syria

  • Knowledge about work and organization of local and provincial councils in Syria and previous experience working on or in eastern Syria

  • Native written and spoken Arabic required; written English required; Kurdish and/or German language a plus

  • Excel skills required

  • Previous experience working with Syrian local councils and civil society preferred
